8.14. I can't get user quotas to work properly.

  1. Don't turn on quotas on '/',
  2. Put the quota file on the file system that the quotas are to be enforced on. ie: 
              FS      QUOTA FILE
          /usr    /usr/admin/quotas
          /home   /home/admin/quotas
          ...
